Communication, Information, Mass Media besides have an important role and determine to the success of democratics politics system development but also relate to effort of educating nation. Besides that, a society already more understand and aware their rights to reach the true information and on the right time. Community media as Mass Communication media has an important role in life of social, culture, politics, and economics, has a freedom and responsibility in implement its function as an information media, education, entertainment, also social glue and control.

The Excellent work of grass roots level during this time has been not well documented. This thing has been right conscioused by Pekka in early time, So that Pekka developed a support system with  focus on community media development  on writing, video, photograph and community radio in order to support this job.

PEKKA WRITE ITS HISTORY

The written documentation is conventional but to marginal women group which is like Pekka, this thing become extraordinary. PEKKA trains a potential cadres to write through an intensive training proces. The first training has already produced a book namely “ The world without a husband”. The writing process was  done after  the participant had finished the training. That Book contents   her  life story and the other people in her surrounding who is considered can give an inspiartion to the others. But in the second training was held special for Pekka member in NAD region. Different from the first training process, this time the participant was assisted to write directly during the training was on. This training was intended in order they could express their experiences in writing about how they get up from the singking as the consequence of Tsunami and protracted political conflict. The book which was created by one of a training participant in NAD has been in editing process.

Besides that, PEKKA also provided a written facility to Pekka group member in a bulletin which is published periodically. This bulletin is named CERMIN. Pekka group member can write an experience, knowledge, and many informations through bulletin that is printed by PEKKA National Secretary. Then bulletin will  spread throughout group to be their reading material.

IRRADIATE THE REAL LIFE : Developing PEKKA Community Video

Video community term means “community based”, refers to a certain society group in a limit of certain space and time. It is not named a populace video or society video because it covers more wide range but community video is limited by an obviously space and time. Video is only a tool ( it is same with the other tools or the other medias ) in all education processes and society organizing to social change purposes. The video is only a the job result not a main purpose and not also the most important last result.  Video or professional film and commercial will finish its job when that film has been made. It is different with another community video will begin its function after that video has been made or produced.

In the early of 2008, PEKKA began to capture and idea to develop this media ( community video ). This media development began to form video team that minimum consist of 3 member. Team member must have strong willingness and high motivation to learn because it was the new thing and also related to technology. In Pekka, team member generally consist of the young women who have a good willingness for this case. Then team was trained by video team of PEKKA National Secretary during 5 days. The training material were developing vision and mision of community video, introducing camera and editing equipment, making a simple frame and script to video. Besides knowledge and theory, the biggest part of this training was a direct practice in capturing picture and also editing. In the last training, each team practiced to make a short documentary film for 3 -5  minutes about issue that was emerged. After video had already made, it would be presented and be watched together and also gave a suggestion each other a bout what it has to improve.

After training, video team made a mini studio in each reagion  and they started to produce video with an appropriate theme in their region context. The haviest video making process that they felt was editing process because it related to a computer work. So that activity of premier video producing, Pekka National Secretary has been helping them through a assistence activity in field especially for editing activity from their video that they have made. After a video had already produced, a society forum would be held in order to watch those video together. After they had watched together, the team would facilitate society to make a discussion what video material and it was expected would be continuely discussed until there was an action plan  to make a better change.

It was expected  they would used their video that they have produced as a tool to begin a discussion process in their recognized society and themselves were being part of its society. The trained team was not purposed to be a video maker or professional video but more than that ,but it was an aware user about what and what for they used those modern technologies. Video community team was not only a skilled technical manpower of video maker but also as a facilitator and society organizer which competent to use video as one of media in society organizing works.

Until December 2008, PEKKA National Secretary had held twice of community video training (TOT) for 7 community video that was formed. The first training was held special for NAD region in NAD PEKKA secretariat on 25 – 30 April 2008.  The participant who were trained came from 4 regions of NAD, consist of  Aceh Besar, Aceh Pidie, Bireuen dan Idi Rayeuk. Each region is presented by 3 repersentatives from Pekka group and 1 facilitator. The second training was held in Jakarta on 10 – 17 August 2008, the participant who were trained came from 4 reagions, i.e : East Nusa Tenggara (NTT), West Java, and West Nusa Tenggara (NTB). Total of participant which were trained were 28 people. It was expected that 3 group member representatives from  each reagion could transfer knowledge that were gained during the training to the other members who did not follow TOT ( comunity video training ).

Until this time, there were 14 titles of short documentary video that were a creation of the trained community video team. 7 video titles were the last result from the first training and 7 the others were production result from community video team.

PEKKA IS PHOTOGRAPHING THE MOMENT
A photograph is an effective media for empowerment. Besides documentation, an activity to make a photograph is also a proven facilty to help group which is like Pekka, It spreads their message and comes up their self confidence. However, video on the begining step, PEKKA National Secretary had done picture capturing and collected some contextual photographs and society activities especially PEKKA. The photograph results would be used for training and also annualy exhibition in village level.

At the beginning of the second year, photography activity would be a special program , that was developing photograph cadre or local photograph. Some potential pekka cadres were trained to use an easy pocket camera to document many kinds objects that they felt need and important to spread. After they had been trained, they were provided with camera in order to make their daily photograph.

Many photograph that they had made. Half of those photograph will be documented in National Secretary and will be used for some kinds of necessaries including publication and exhibition. A half photograph still uses in field for operational activities in that region level. Each year, when group presents a forum in their region, they present photograph exhibition also. There are some photograph cadres who use their expertise to accept  photography service because there are no body who has a camera in that region.

These activities more simple than video, but they has to face  same obstacles in keeping their continuity.  Regardless from all , Pekka experince shows that developing photograph cadre or local photographer is very effective in empowerment process.

THE FUNNEL OF TRUE VOICE : PEKKA Community Radio Development

One of spirit in Broadcasting Law Number 32 Year 2002 regarding broadcasting decentralization where gives an opportunity to society in a such area to built a broadcasting institution appropiate to a local character, custom, culture, and value system / norm. This law also can give space to a society to participate in broadcasting field. A Short word, The society is given space not to be a broadcasting object, but it can be role in coloring a broadcasting world. One important point to society is a regulation supply about broadcasting media for them.

Community radio is a kind of electronic communication media which its management is done by society self (community ).  Community radio is a society empowerment media which purposes to education and enchance society capacity. Thus, one of community radio characteristic as this community broadcasting institution from and to the other communities. Another term is as participial media which requires a community involvement in it. More society involvement in broadcasting intitution, it will motivate a variety of better broadcast substance.

Going to the fourth year, PEKKA began to think and to talk a radio development in society level, but it just on the seventh years, that dream came true. There were 2 Pekka radio stations which was built with another institution aid, i.e : Aceh and NTB. But, PEKKA also develop a special program,that is “ Pekka Radio”.

This activity of community radio development has been begun by facilitating Pekka and society to built an institution or local brocasting organization that will do its role as community radio organizer.   This purpose activity is to know society need in community radio as a their communiaton media. This process is attended by Pekka group representative, the other society elements non Pekka  are like Village head, Village representative board, religion figure, the women and youth figure. Their involvement is purposed to radio which is built will has  fully support from all society elements.  From this process, it is agreed by form of community radio, radio name, and board management structure which consist of Community broadcasting council as an advisor council, and Community Broadcasting Implementer Council  as a daily responsible person.

By preparing knowledge, skill, and behavior in their responsibilty to community radio organizers, so that Pekka National Secretary  presents training for management of community radio  trainer  ( TOT – Training of Trainers ). Training materials are jurnalism and practicing to produce audio and radio  tool  technical including the way how to face it if there is a problem. Broadcasting team are provided by a lot of materials in order that radio trully function as an information source to empowerment. Technical team usually is interested by the youth group because it relates to technology problem. But, it is better to motivate women especially group which is like Pekka to learn a technical thing and out from gender construction that they believe.

After training has already finished, the radio will be set as soon as possible and go on air and some trained pekka cadres can deliver all their knowledge and share to world wide society through this radio.

Besides being information center and education to a world wide society, Community Radio also can be Pekka facility to built their self confidence and their collective power. Besides that, radio scope that is wide range will make Pekka more famous and inclusive in their social intercourse. The next challenge is how to make this radio being autonomous and to get society support continuely to their activities.

Until this day, there are 10 radio stations which is managed by pekka women in different 8 regions. 8 radio stations are concepted and are facilitated by Pekka National Secretary and 2 other radio stations in NTB and NAD are facilitated by other institutions.
